Abstract
Enterprise AI is entering a new stage. The first wave centered on model access, copilots, and isolated productivity gains. The next stage is being shaped by harder operational requirements: persistent memory, governed execution, lawful access to tools and data, observability across agent activity, controlled handoffs, and coherent recovery after failure.
This report argues that these pressures are creating an emerging category best described as enterprise cognitive infrastructure: a runtime layer that combines compute, memory, continuity, lawful transition control, recovery semantics, and operator-visible governance into a cohesive operating substrate for stateful AI work.
